Articles of the Academy

Chapter 1: General Rules
Article 1:
This Academy is called the JAPAN ACADEMY OF COMMUNITY HEALTH NURSING.
Article 2:
The secretariat of the Academy is affiliated to the Chairperson.
Chapter 2: Objectives and Activities
Article 3:
The Academy aims to disseminate information about academic developments in community health nursing and education, and to contribute to the health and welfare of the public.
Article 4:
To achieve the objectives specified in Article 3, the Academy undertakes the following activities:
1. Holding academic conferences
2. Publishing academic journals
3. Promoting research activities
4. Commendation of research papers.
5. Other activities necessary for achieving the objectives of the Academy.
2. Defining the rules wherever necessary upon implementation of the activities.
Chapter 3: Membership
Article 5:
The Academy consists of the following members:
1. Regular members
2. Supporting members
3. Honorary members
Article 6:
Regular members are those individuals who endorse the purpose of the Academy and who are involved in or have an interest in the study of community nursing. They are individuals approved by the board of directors.
Article 7:
Supporting members are individuals and organizations other than regular members who endorse the purpose of the Academy, have been approved by the board of directors and have paid the supporting membership fees.
Article 8:
Chosen from among individuals who have made a great contribution to the development of the Academy, honorary members are recommended and approved by the general assembly, following discussions between the chairperson, board of directors, and council.

Article 9:
Regular members are entitled to participate in the general assemblies and to exercise their voting rights.
Article 10:
Regular members are entitled to contribute articles to the official journal, give presentations at academic conferences, and receive issues of the official journal.
Article 11:
Those who wish to join the Academy shall obtain a recommendation from one of the members of the Academy and submit an application form to the executive office of the Academy.
Article 12:
Those who have obtained approval for joining the Academy shall pay a joining fee and an annual fee. The joining fees and annual fees are determined by the bylaws.
Article 13:
Non-payment of membership fees for three years or more without a legitimate reason shall be drawn to the attention of the member, and considered a withdrawal from membership.
Article 14:
The membership fee once paid is not refundable under any circumstances.
Article 15:
Members who wish to withdraw from membership shall submit a withdrawal application to the Board of Directors.
Chapter 4: Officers
Article 16:
The Academy shall have the following officers:
1. Twelve or more directors
2. Two auditors

1. One person among the directors shall be the chairperson.
2. Another person among the directors shall be the vice-chairperson.
Article 17:
The chairperson and the vice-chairperson are elected by mutual election of the directors. The chairperson shall represent the Academy and control its activities. The vice-chairperson shall assist the chairperson and, in the event of any accident befalling the chairperson, shall act in place of the chairperson.
Article 18:
The directors shall be elected by councilors and approved by the general assembly.
2. The directors shall organize the board and perform the duties of the Academy.
Article 19:
The auditors shall be elected by the councilors and approved by the general assembly.
2. The auditors shall audit the operation, accounts and assets of the Academy.
Article 20:
The officers (directors and auditors) shall serve for three years (one term) and the period can be extended up to five terms continuously.
2. The directors shall serve up to three terms continuously.
3. The auditors shall serve up to two terms continuously.
4. The rules for the election of officers and councilors are defined separately.
Chapter 5: Councilors
Article 21:
There shall be 20 or more councilors.
Article 22:
The councilors shall be elected by the members and shall be approved by the general assembly.
2. The councilors shall organize a council and discuss important duties of the Academy.
Article 23:
Councilors shall serve for a period of three years and they are eligible for reappointment.

Chapter 6: Meetings
Article 24:
The chairperson shall convene the general assembly once a year. However, if requested by one-fifth or more of the members or if deemed necessary by the board of directors, the chairperson must hold an additional general assembly.
2. No proceedings can be opened or voted upon unless more than one-tenth of the regular members are present in the general assembly.
Article 25:
The chairperson shall convene the board of directors as necessary.
Article 26:
The council shall be convened once a year by the chairperson of the board.
Chapter 7: Academic Conferences
Article 27:
There shall be a head for academic conferences.
Article 28:
The board of directors shall recommend the head of academic conferences. The head of academic conferences shall preside over academic conferences.
Article 29:
The head of academic conferences shall serve for one year and is not eligible for reappointment.
Article 30:
Academic conferences shall be held once a year.
Chapter 8: The Journal and other publications
Article 31:
The Academy shall publish its journal at least once a year.
2. The Academy shall have an editorial board for publishing the journal.
3. The editorial board shall be stipulated separately.
Chapter 9: Accounting
Article 32:
The fiscal year of the Academy starts on April 1 and ends on March 31.
Article 33:
The expenses of the Academy are met by the membership fees and other income of the Academy.
2. The Academy’s budget and accounts must be approved by both the council and the general assembly and must also be published in the journal.
Article 34:
The accounts of academic conferences will be handled independently.
2. The cost of each academic conference will be met through its own the participation fees.
3. The balance sheet for each academic conference must be submitted to the board of directors.
Chapter 10: Amendments to the regulations
Article 35:
Any amendments to the regulations of the Academy shall be reviewed by the board of directors as well as the councilors and shall be approved by the general assembly.

Addendum

Article 1:
The regulations specified herein shall come into force from October 15, 1997.
Article 2:
The amendments to the regulations specified herein shall come into force from June 20, 1999.
Article 3:
The amendments to the regulations specified herein shall come into force from June 11, 2005.
Article 4:
The amendments to the regulations specified herein shall come into force from August 8, 2009.
Article 5:
The amendments to the regulations specified herein shall come into force from August 3, 2013.
